Le rapport confidentiel command\u00e9 par le CHSCT de Systra sur l\u2019accident le 14 novembre \u00e0 Eckwersheim du TGV d\u2019essai, qui avait fait 11 morts, est s\u00e9v\u00e8re pour la filiale de la RATP et de la SNCF et sa gestion des essais… D\u00e9voil\u00e9 par Le Parisien<\/em> du 26\u00a0ao\u00fbt, il pointe des essais r\u00e9glement\u00e9s par des documents \u00ab\u00a0trop approximatifs\u00a0\u00bb<\/em> et qui ont \u00ab\u00a0laiss\u00e9 perplexes\u00a0\u00bb<\/em> les experts de Technologia<\/em>, \u00ab\u00a0sp\u00e9cialiste de la pr\u00e9vention des risques psychosociaux\u00a0\u00bb. En particulier, le fait que c\u2019est au chef d\u2019essais d\u2019ordonner de r\u00e9duire l\u2019allure du train d\u00e8s que la vitesse-but est atteinte ou d\u00e9pass\u00e9e, alors qu\u2019il n\u2019est pas dans la cabine de pilotage mais \u00e0 l\u2019arri\u00e8re. Ce qui implique des temps de r\u00e9action plus longs. Un \u00e9l\u00e9ment fondamental dans la cha\u00eene du d\u00e9clenchement du d\u00e9raillement du 14\u00a0novembre, le ralentissement ayant visiblement \u00e9t\u00e9 d\u00e9clench\u00e9 un kilom\u00e8tre trop tard, soit avec une dizaine de secondes de trop.<\/p>\n

Autre manque de rigueur : les relations entre les salari\u00e9s de Systra<\/em> et les agents SNCF. \u00ab\u00a0Qui fait quoi sous les ordres de qui ?\u00a0\u00bb<\/em>, s\u2019interrogent les experts. Il est vrai que Systra puise partiellement ses origines \u00e0 la SNCF et que les liens entre les deux sont parfois plus implicites qu\u2019explicites.<\/p>\n

Reste que les mauvaises pratiques sont \u00ab\u00a0le dysfonctionnement le plus inqui\u00e9tant\u00a0\u00bb <\/em>pour Technologie. Et sur ce dernier point, tout a d\u00e9j\u00e0 \u00e9t\u00e9 dit, de la pr\u00e9sence de sept personnes en cabine ou d\u2019invit\u00e9s dans les remorques du train.<\/p>\n

Pour ce qui est de la cabine, on en sait un peu plus suite \u00e0 la divulgation par Le Parisien\/Aujourd\u2019hui en France<\/em> de retranscriptions d\u2019enregistrements r\u00e9alis\u00e9s par une cam\u00e9ra GoPro embarqu\u00e9e. Il en ressort que le jour de l\u2019accident, aucune panique n\u2019y \u00e9tait perceptible avant le d\u00e9raillement, qui semble avoir pris tout le monde par surprise. En revanche, toujours selon les enregistrements de la cam\u00e9ra embarqu\u00e9e, une inqui\u00e9tude palpable r\u00e9gnait en cabine trois jours auparavant, alors que le conducteur, qui roulait \u00e0 357\u00a0km\/h maximum, faisait remarquer la difficult\u00e9 – voire l\u2019impossibilit\u00e9 – de se conformer aux vitesses indiqu\u00e9es par le protocole lors de la phase de ralentissement. Une inqui\u00e9tude qui n\u2019a pas emp\u00each\u00e9 l\u2019envoi d\u2019un ordre de pousser jusqu\u2019\u00e0 360\u00a0km\/h pour le tout dernier essai, aux cons\u00e9quences tragiques.<\/p>\n

Enfin, le rapport soul\u00e8ve la question de l\u2019inactivation des syst\u00e8mes de contr\u00f4le de la vitesse des trains pendant les essais en survitesse, qui de ce fait d\u00e9pendent enti\u00e8rement du facteur humain. Mettre en question ce point-cl\u00e9 est \u00e9videmment fondamental pour la nature m\u00eame des essais. En effet, en l\u2019absence de syst\u00e8mes de s\u00e9curit\u00e9 param\u00e9trables, rouler en survitesse n\u00e9cessite de se passer des s\u00e9curit\u00e9s dont le r\u00f4le est – pr\u00e9cis\u00e9ment – d\u2019emp\u00eacher les survitesses (corollairement, cette remise en question en implique une autre : les essais de survitesse en soi). Ajoutons toutefois que la catastrophe d\u2019Eckwersheim devrait avoir comme cons\u00e9quence de mettre fin \u00e0 cette situation : il semble que des contr\u00f4les de vitesse param\u00e9trables pour les essais devraient \u00eatre mis au point prochainement.<\/p>\n
